Funding and Entitlement Reports

 

For each State general election the Election Funding Authority establishes a Central Fund and a Constituency Fund. For each State by-election a Constituency Fund is established. The reports in this section are published by the Election Funding Authority and show the amounts credited to the funds for a general election or by-election and the funding entitlements of parties, candidates and groups.

Determining the funds

The amounts credited to the funds for a general election are determined by the Election Funding Authority as soon as possible after the day the Writs are issued for the election. The amounts credited to the funds are determined in accordance with a formula prescribed in the Election Funding and Disclosures Act 1981 (the Act). Of the total amount determined, two thirds is credited to the Central Fund with the one third being credited to the Constituency Fund.

The amount credited to the Constituency Fund for a general election is then divided by the number of electoral districts for which there are 2 or more candidates standing for election.

The amount credited to the Constituency Fund for a by-election is determined by the Election Funding Authority as soon as possible after the day the Writ is issued for the by-election. The amount credited to the fund is determined in accordance with a formula prescribed in the Act.

Eligibility to participate in the distribution of the Central Fund:

A Party:

  • Must be registered as at election day for the general election (as defined in Part 4A of the Parliamentary Electorates and Elections Act 1912),
  • Must endorse a group for the Legislative Council election,
  • The group must be entered on the ballot papers for the election,
  • The members of the group must claim to be endorsed by the party. In addition, either or both of the following must occur:
  • At least one of the members of the group is elected at the Legislative Council election, or
  • The total number of first preference votes polled in favour of the members of the group is at least 4% of the total number of first preference votes polled in the election.

An Independent Group:

  • Must be registered as a group in the Register of Candidates for the general election as at election day,
  • Must be entered on the ballot papers for the Legislative Council election,
  • The candidates in the group must not be endorsed by any party. In addition either or both of the following must occur:
  • At least one of the members of the group is elected at the Legislative Council election, or
  • The total number of first preference votes polled in favour of the members of the group is at least 4% of the total number of first preference votes polled in the election.

An Independent Candidate:

  • Must be registered in the Register of Candidates for the election as at the election day,
  • Must not claim to be endorsed by any party and the candidate must not be a member of a registered group claiming payment. In addition, either or both of the following must occur:
  • The candidate is elected at the Legislative Council election, or
  • The total number of first preference votes polled in favour of the candidate is at least 4% of the total number of first preference votes polled in the election.

Eligibility to participate in the distribution of the Constituency Fund:

A Candidate

  • Must be registered in the Register of Candidates as at the election day and either or both of following occur:
  • The candidate is elected at the election, or 
  • The total number of first preference votes polled in favour of the candidate is at least 4% of the total number of first preference votes polled in the election.

A Party

  • Must be registered as at the election day for the by-election (as defined in Part 4A of the Parliamentary Electorates and Elections Act 1912), 
  • A candidate for the by-election must claim to be endorsed by the party (and by no other party). In addition either or both of the following must occur:
  • The candidate is elected at the by-election, or
  • The total number of first preference votes polled in favour of the candidate is at least 4% of the total number of first preference votes polled for the electoral district concerned.
